And the word "regulated" does not mean restricted, but means facilitated.
According to the source of legal authority in a democratic republic, it is not possible for drugs to be illegal.

You could argue that a militia is no longer necessary to the security of a free state, but the amendment definitely does not limit the right to bear arms to militias.
