Generations of being supported while only having to vote Democrat every few years had made them helpless.

Unless government dependence has made you a helpless sad serf. I've been evacuating when necessary, and hunkering down with hurricane supplies with my family otherwise, since I was born. I lived through Rita and Katrina. (Katrina was worse but mostly hit white sections of the state so didnt get the coverage)

But in the 2008 election she and the DNC had over 30 buses rolling, handing out smokes and tshirts and gift cards, to bus voters from the slums to the polls.

You can't recall them because they don't exist. Nobody blamed Bush for the levees --- the Army Corps of Engineers got that prize. And the buses, I've only ever heard the mayor (Nagin) get blamed for that, although there really wasn't time anyway.

Bush got blamed for slacking. Partying with John McCain while people drowned and not taking some kind of public posture. That, and some degree of FEMA failures in rescue ops, although I personally can't vouch for the latter.
