"He" is Soros. Try reading the page I linked to. Soros was a 14 year old Jewish lad who decided that rounding up his fellow Jews and shipping them off to the camps was a good thing. Or as he put it "someone else would have done it so it might as well be me".
After words he claimed to feel no regret or pangs of concience for doing those vile acts.
It's the lack of remorse that makes him evil. Had he said it bothered him every night as he tried to sleep he could be forgiven, but it doesn't.
