They cannot fulfill the mandate of Congress to install all these PTC systems without acquiring the bandwidth, yet Congress has not ordered the FCC to assign that bandwidth. This has forced Amtrak in a position of having to buy the bandwidth from the private rail companies who bought up all the bandwidth in that crucial frequency, 225 MHz.

Except that Amtrak doesn't have the money to buy that bandwidth.

So if you can't raise your fees without Congress' approval, and you can't get bandwidth from the FCC without Congress' intervention, and you can't buy bandwidth on the open market without Congress allocating more funds, then yes - you are totally dependent upon Congress for your funding.

The answer probably doesnt have anything to do with funding and it's foolish for the GOP and the Democrats to think that way. Not everything is a fucking funding issue, throwing more money at things doesn't automatically fix them.

At the same time, removing funding from a system that we're already lacking in comparison to other countries isn't the answer either.

Some trains have computer controls to prevent over speed. That one didn't because they can't afford to do those upgraded on all the trains.

The ATS system should have been used in the Philadelphia AMTRAC tracks until the PTC can be installed and tested. The reason it was not in use IMO is underlined.

"Approach control at junctions uses electronic circuits in the track to prevent a signal turning green until a train's speed has been reduced to the line limit. If a train passes the red signal, automatic train stop (ATS) applies the brakes.

These systems date back to the late 1800s and, in modern form, provide protection to train passengers around the world.

Approach control adds a few minutes to the running time of a train, which may explain why it was not in use in New York.

ATS is considered obsolete, but it works. Instead, we have opted for a high-tech solution (PTC}that costs billions and may or may not do the job when it is switched on."
