The key is also how the higher level of goverment can enter the situation. The feds should have to be asked into an area, once a local or state government realizes it needs help. Ideally it should before it needs help, in the case of an impending hurricane.

The feds should come in, help, then leave and let the states handle the rest.

Lafitte isn't under sea level, smartass. Nor is almost all of the areas hardest hit by Isaac. Areas on all sides of New Orleans were affected worse by Isaac despite New Orleans being at a lower elevation.

I read that 1/3 of our nation's petroleum is either transported through, processed/refined in, or extracted from Southeastern Louisiana and its coastal waters.

And mid-western farmers certainly don't mind the cheapness of shipping their grains down river for export.
