    Flat out untrue. The money is being withheld to cover the PA's enormous unpaid electric bill and this action is provided for in the Oslo Accords which is the same instrument that requires Israel to collect the taxes for the PA. Since Abbas has rejected negotiations on the land for peace basis that Oslo was based on, there is no reason why Israel should consult the PA before making decisions to build in Jerusalem or E-1. The nations, such as the US or the EU, which are objecting that this new construction creates an impediment to peace negotiations are simply not addressing the reality of the situation. The only place where objections to this construction can have any validity is at the negotiating table in the context of final status negotiations and if the EU and others were serious about wanting to see peace negotiations resume they would be telling Abbas that if he wants to be taken seriously, he must begin to engage in serious negotiations with Israel.
