Medicare costs can be greatly reduced by reducing the number of duplication of tests, for one thing. There are also many out-patient fees imposed by hospitals that are charged off to Medicare, just because they can.

As for the Heller amendment, it didn't do anything regarding the health care package that wasn't already covered, and it actually did MORE by way of potential intrusion into patient privacy. Under the House draft proposal, the only way anyone can get free health care is to get "affordability credits" to pay for their health care. Two sections already addressed this in the bill:

Sec. 242 states that in order to be eligible for affordability credits a person must be "an individual who is lawfully present in a State in the United States".

Sec. 246: "NO FEDERAL PAYMENT FOR UNDOCUMENTED ALIENS. Nothing in this subtitle shall allow Federal payments for affordability credits on behalf of individuals who are not lawfully present in the United States."

Heller's amendment would have required an intrusive examination of every single American who chose the public health insurance option, but not those choosing private health insurance.
