Regardless of the fact that the story was on Infowars, there was a problem cleaning the sidewalks for the reason stated in the OP. And three years later (28 August 2019), nothing has been done about the problem. A Seattle wastewater treatment plant even had an incident last month, where they allowed millions of gallons of raw sewage to spill into the Puegeot Sound. Doesn't sound like things are getting any better there...
