Getting married to someone you love with the result being the ability for that person to stay in the country ins't a loophole. It's the law.

A loophole involves someone using the ambiguity of a law in a manner in which it wasn't intended. When the law clearly allows for a person to stay because they married a citizen, that's the intent of the law and therefore, not a loophole.
