Russian wake up call on global warming

Russia's ongoing heat wave, along with its disastrous fallout, may have finally persuaded the Kremlin to combat climate change.

Russian officials, who have until now resisted dramatic action out of fears it would dampen economic growth, have lately issued strong statements linking global warming to the emergency Russia is currently facing. Some hope the abrupt change of tune will result in more effective environmental policies, even after the smog dies down.

"There is no question that we need to get ahead of climate change," says Vladimir Slivyak, co-chair of Ecodefense, a grass-roots Russian environmental group. "This is a wake-up call."

Moscow-region fires triple in size

The crisis, which seems to have taken the Kremlin by surprise, features a fierce and unremitting heat wave that's now well into its second month, a drought that has ruined up to a third of the vitally important grain crop, and a wave of seemingly irrepressible wildfires that have blanketed half of European Russia – including the capital, Moscow – in a cloud of smoke.

According to meteorologist Jeff Masters of Weather Underground, at least 26 days in a row have had temperatures exceeding 86 degrees Fahrenheit in Moscow, and those conditions are expected to continue for at least the next several days. Moscovites are simply not used to such scorching temperatures. The city's typical July daily high temperature is just 74 F, with an average August daily high of 68 F.

Authorities have already estimated that about 5,000 people may have died from the heat in Moscow alone, but that figure is expected to rise considerably, especially considering that the city has met or exceeded what had been its all-time record high temperature of 99 F five times, and has been blanketed by acrid smoke from nearby wildfires.

The past 26 days in a row have exceeded 30°C in Moscow, and there is no relief in sight–the latest forecast for Moscow calls for high temperatures near 100°F (37.8°C) for the majority of the coming week. As I reported, the number of deaths in Moscow in July 2010 was about 5,000 more than in July 2009, suggesting that the heat wave has been responsible for thousands of deaths in Moscow alone. I would expect that by the time the Great Russian Heat Wave of 2010 is over, the number of premature deaths caused by the heat wave will approach or exceed the 40,000 who died in the 2003 European Heat Wave. As seen in Figure 3, the Russian heat wave of 2010 is more intense and affects a wider region than the great 2003 European heat wave.

Forest wardens today stepped up patrols in the Chernobyl fallout zone as a leading ecologist warned that fires could send radioactive particles as far as Moscow.

Around 160,000 emergency personnel are battling 600 wildfires across Russia, 290 of which ignited in the last 24 hours.

Greenpeace said at least 20 fires – three of them in a highly contaminated forest area – had broken out in the Bryansk region, bordering northern Ukraine, in recent days.

Bryansk was part of the zone sprayed with a plume of radioactive isotopes caesium-137 and strontium-90 when the Chernobyl power plant's fourth reactor exploded in 1986.

Alexei Yablokov, a member of the Academy of Sciences, warned that winds could spread contaminants embedded in trees and plants as they succumbed to the inferno.

"Radionuclides may reach places at distances of hundreds of kilometres, depending on the weather," he said. "If the Bryansk region is in flames, they can reach the Novgorod region, Moscow and, in some conditions, eastern Europe."

I just saw this on Roger Pielke Jr's. blog about the WMO silly report. An interesting comment was posted about the Russian wildfires and here it is.

"One issue that is being ignored in the West is that the Russian are themselves reporting that magnitude and destructive power of these fires are due to a complete collapse of forest management, i.e. the maintaing of firebreaks, the clearing of overgrowth and other debris. It is being reported that the number of forest managers, forest rangers and other forest workers have been reduced by nearly 85% over the years."
