Rick Perry's Budget Leaves Texans In Bind Amidst Historic Wildfires

WASHINGTON -- As wildfires engulfed her Bastrop County, Texas, neighborhood on Sunday, Betty Dunkerley was forced to evacuate her home for safer ground. There were few options for shelter, she said. Only a middle school and a Catholic church had been opened up to evacuees, and the middle school were already crowded.

While seeking shelter, Dunkerley saw others who had been displaced -- families with nowhere to go and no support system in place to assist them. Some slept in parking lots, with kids sleeping in sleeping bags in truck beds alongside the family dog.

"A lot of people were trying to camp out," Dunkerley, a former Austin City Council member, told The Huffington Post.

The wildfires threatening Dunkerley and her neighbors are being met by an inadequately funded response team. Back in May, Texas Gov. Rick Perry (R) signed a budget presented by the state legislature that cut funding for the state agency in charge of combating such blazes.

The Texas Forest Service's funding was sliced from $117.7 million to $83 million. More devastating cuts hit the assistance grants to volunteer fire departments around the state. Those grants were slashed 55 percent from $30 million per year in 2010 and 2011 to $13.5 million per year in 2012 and 2013. Those cuts are effective now.

Texans are very self-sufficient. They don't need help.

Gov. Perry has reissued his disaster proclamation nine times this wildfire season; it was originally issued on Dec. 21, 2010.

In addition to the state proclamations in April, the governor sent a letter to President Obama requesting a Major Disaster Declaration, which would have made the state eligible for Direct Federal Assistance and Emergency Protective Measures from the federal government.

No one seems to be "taking pleasure in 1,000 homes lost" or the misery of our fellow citizens. I'd be happy to send my federal tax bill to Texas to aid their residents, or to the Northeast and help with flood relief.

I fucking resent knowing the dollars I send to Washington go to corporate welfare or to some fucking bridge to nowhere.

When I saw the news reports about the raging fires in Texas which have burned hundreds of homes and killed 4 people at last count (including a young woman and her infant child), I thought that SURELY Rick Perry would cancel his appearance at the first debate after labor day. I mean, after ALL, he's ahead in the polls, and it's still early. Even the PR of Perry putting the welfare of his state and its citizens ahead of his ambition couldn't do anything other than make him look good.

But I guess that Perry cares more about being in the spotlight. I hope one of the other candidates mentions this in the debate tonight if Perry actually shows up.

Perry, who cut short his campaign appearances earlier this week to deal with wildfires raging in Texas, flew to California for the debate even though the flames weren't extinguished.

Frankly, if this behavior is a glimpse into the mind and the priorities of Rick Perry, I would say GOP primary voters should consider it a disqualification for higher office.

Apparently President Obama only rode the buses for a couple of miles at a time, spending the rest of the time flying from community to community in Air Force One. What’s more, the buses were flown from stop to stop as well. It’s normal practice for the President’s entire motorcade to be loaded up on cargo planes and flown from destination to destination. The buses were just a new part of that motorcade.

Hate to go there but if you can't put fire out....are you really going to be able to tackle much more difficult problems like the economy, foreign trade, hundreds of domestic policies, the education crisis, etc....? Not easy to put out wildfires but nobody said the job of President is going to be any easier.
 
As Texas Gov. Rick Perry has stayed in-state for the past two days dealing with the record forest fires there, a reader pointed out to me the fact that the state was set earlier this year to cut the budget of the agency that deals with fighting such blazes.

Texas lawmakers are set to slash funding for the agency responsible for fighting wildfires in the midst of a historic wildfire season in which some 2.5 million acres have burned.

The Texas Forest Service faces almost $34 million in budget cuts over the next two years, roughly a third of the agency's total budget. The cuts are in both the House and Senate versions of the proposed state budget.

The Forest Service has about 200 firefighters and offers assistance grants to volunteer fire departments. Assistance grants are likely to take the biggest hit.

Volunteers — two of whom were killed in fighting this year's fires — make up nearly 80 percent of the state's fire-fighting force and are first responders to roughly 90 percent of wildfires in Texas.

"Volunteer programs are our No. 1 defense," Forest Service Director Tom Boggus told Reuters.


A month earlier, Perry and the Texas congressional delegation had asked President Obama to "grant a disaster declaration" that would have brought federal funds to cover much of the fire-fighting.

Cash-strapped state lawmakers – led by Gov. Rick Perry’s stand against raising taxes or dipping too deeply into the state rainy day fund – cut appropriations for the Texas Forest Service even as they had to dig for more money to meet its existing expenses.

Even the supplemental spending bill they passed this year won’t be enough to cover the expense of fighting fires through Aug. 31, the end of the 2010-11 fiscal period.

The Texas Forest Service, the state’s lead agency for fighting wildfires, anticipates it will need another $61 million just to cover those costs.

More money also will be needed to cover expenses in the 2012-13 budget period that began Sept. 1, said Senate Finance Committee Chairman Steve Ogden, R-Bryan.

Ogden said he didn’t have a number on how much additional funding the agency would need in 2012-13, “but it’s going to be a lot.” He also said the state is “well-positioned to cover our financial obligations.”

The Texas Forest Service was appropriated $117.7 million for the 2010-2011 fiscal period, which ended Aug. 31. It was appropriated $83 million for 2012-13, according to the agency.

Those regular budget appropriations, however, don’t include $121 million in supplemental spending for the agency also approved this year by lawmakers.

Ogden said the supplemental money was to cover bills incurred in 2010 and 2011 for fighting fires. That figure has since grown by $61 million, after subtracting FEMA-eligible reimbursements, according to the Forest Service.
