Because they KNOW if they repeal Obamacare without something to replace it with that basically still covers everyone, this will be their last term. Rand Paul recently had a meeting with Republicans working on replacement plans, and ended up walking out because they wanted to keep Medicaid expansion... and he was pissed off about it.
