No it's not. They can vote still...you know, where they have a residence.

US tax code defines your primary residence as where you reside over 50 percent of the time
College Students reside at the University well over 50 percent of the time, many work, many live full time at school.

That is where they live
 
They should have to be 26 to vote.....The .gov has declared them as "children" as far as them dead-beating on their parent's insurance so they should be treaded as such. ;)
18 year olds live with parents and still vote

You’re required to have a DL in the state in which you live, your primary residence.
