The state party bosses. At this point there are no serious contenders that could conceivably challenge the president. If there were there would be a primary. This has actually happened many times by both parties in nearly every state. Primaries cost parties a fair amount of money.

We've never impeached a president in his first term so we are in uncharted territory. In the unlikely event that Trump is actually removed from office there certainly exists mechanisms to replace a candidate all the way up to the GOP convention. It is difficult to say who they would turn to. In that situation the nomination could go to a relative unknown who gives a particularly stirring speech.

The Republican Presidential candidate for 2020 was determined when we voted for Trump in November of 2016. The fact that some States are allowing opposition candidates a ballot is traitorous to the President so far as I’m concerned.
