Whatever we decide they are and they can change when needed but one that should be universal is that any and all people even considered for legal immigration must be fluent in both spoken and written English

I'm all for changing it. I think if we had enough people in the congress to pass the change it would easily get enough states to ratify the changes.

You don't have to change the Constitution. You can make laws to alter the meaning. We do it with every other amendment, we can do it with this one.
