"In these difficult times, when Jewish blood is being spilled like water, we must repeat the obvious: Anyone who wants to harm a Jew, it is imperative to preempt him and kill him before he carries out his deed," the letter reads, going on to site the Talmudic dictum that "he who comes to kill you, arise and kill him first."

"It is forbidden to be negligent regarding (the Torah command) 'Do not stand idly by your fellow's blood," it continues, saying those principles also apply "after the act."

"The government must decree the death penalty for terrorist murderers," the letter adds, stressing that any leniency towards "encourages terror."

Implementing the death penalty would serve as a deterrent, and ensure that even if captured alive the terrorist would not be able to carry out any attacks in the future, i.e. upon his or her release from prison.

Problem with this is there's numerous notable areas where Israel doesn't enforce theological law. Like their tolerance of homosexuality. If they implement this law, what about when people demand they enforce the death penalty on homosexuals? What grounds would they then have to refuse? Can't pick and choose.

If Israel were not an invading and occupying power, you might have a point. Much like the Native Americans that attacked European settler families or the ANC attacking white farmers during their struggle against Apartheid, attacking civilians of the invader is part and parcel of freedom fighting. Not doing so encourages increased transfer of the invaders population, Like the Native Americans and the non-white South Africans (and many other colonized peoples) the Palestinians are simply freedom fighters trying to stem the tide of increasing domination, transfer of occupier population to their lands and theft of that land by the Israeli Jews. It is the right of the Palestinian people to use "all available means" to resist subjugation, foreign domination and colonization. This has been confirmed by UN Resolutions on more than one occasion.
