That, and the mouth of the Rio Grande is an international shipping channel. Still, from what I can see T's got the right idea, he's enforcing laws, he's keeping up the maintenance/improvements, and he's telling everyone that he's 'building a wall' because it's much easier to understand at first glance....a river that a 5-year-old could wade across...
A wall is the "proper emplacement." For one reason, walls work. For another reason, they can't be made to disappear at the stroke of the pen.
Build the wall: end of problem.
Anyone who opposes the wall is either an open borders traitor or incredible stupid.
