imagine this policeman.
He has a suspect but he needs a confession or he can't get a conviction. However the suspect just wouldn't confess.
So he gets a street punk that he knows to drug the suspect, and under the influence of the drug, the suspect confesses, and the conviction is achieved. For this success the policeman gets another great performance review and raise/bonus at the department.
Is there any way to stop this policeman?
Of course the street punk would never talk about the drugs. Also his boss will not ridicule himself for giving a raise to him for this.
