Maybe there is a difference in using force and war?

A declaration of war is one of the powers of the legislature, they chose not to issue such. May speak more to the Congress, but it is what it is.

The Congress did authorize use of US Forces...that is certain.

They just didn't 'Declare it a war'...

i have to admit that i do feel safer now that we've taken all the nuclear warheads out of iraq.

Not just that, Saddam's Army could've taken down the U.S. Army in a heartbeat had we not gone on the offensive.
