Under the terms of the McMahon-Hussein correspondence and Sykes-Picot agreements, the land east of the Jordan was to be part of an Arab state or confederation of Arab states part of the purpose of which was to create an Arab territory east of the Jordan River. When the Inter-Allied Conference at San Remo adjourned in April 1920, the text of the Palestine mandate did not contain Article 25, or mention "the territories lying between the Jordan and the eastern boundary of Palestine as ultimately determined".
