    If the government were run like a business, the doors would be shut, the leaders would be indicted, assets would be sold off to recover whatever was possible, and a new business would have started to take it's place in the world

    Seems the staff size dropped...meaning more work for each staffer....reason for a raise.
    Also seems many got promotions due to high turnover...this also warrants an increase.
    I think this article is citing facts without other pertinent data...in essence...a spin of the truth.
    I see no story here.

    well...piutting that "debatable" point aside.....the article did not discuss the talent. It discussed the raises.
    And if it were not spun as it was it would have said:

    Due to a decrease in the size of the staff and an increase in responsibilities to about half of the existing staff, those emplyees received an average 15% raise wihich is not uncommon for employees that receive a promotion and an increase in work load.
    Furthermore, the raises were offered despitre the white house decreasing its budget by over 1 Million dollars.
