We spy on everyone- our friends, foes, and, everyone else in between. Guess what? They all spy on us as well. Some are just better at it.

It's also easier for some than most.. If you design the cell equipment and the routers and servers, you don't NEED a fancy phony "portable cell tower". That's what this huff about Wuwei is about...

If you have SATELLITES -- you need much less equipment on the ground..
