No I agree 100% with you - lowering the taxes paid by those making less than 88k is NOT a tax cut on the middle class - but raising the taxes paid by those making over 200/250k IS a tax hike on the middle class.

How come the capping of FSA's at $2500 is considered a "tax hike" by the right wing? It doesn't change the tax rate. So by your definition, removing the cap (by repeal of PPACA for instance) isn't a tax cut - but creating it is a tax hike?

For the record, a tax credit is an amount of money that can be offset against a tax liability. A tax cut is an actual reduction in the tax liability. A tax credit is available to people who meet a certain guidelines, a tax cut is available to everyone.

The example in the OP is a tax credit available to individuals and families who make up to 4 times the federal poverty level and who purchase their own insurance. It is not available to people who get insurance through their employer or to people that do not have insurance. That makes it a tax credit, not a tax cut.

I am hoping that even OohPooPahDoo will understand this, but I have serious doubts in my mind.
