What does he mean by this, if it's accurate, impound funds; veto future spending budgets? It's no longer a "BILL" which can be vetoed; it is now law, and that option is now past. If he made such a statement, he can only be posturing, and speaking to the gullible.

He may be speaking of other bills relating to the law, but that is just a guess. It's time for another press conference and for the media get a spine and quit being overawed by him, and ask him REAL questions with up-front requests for follow-ups. And he needs to be pressed like Bush was by the same media.
