which was last February when they decided to include broadband. When the cellphones was added, I don't know for certain. Possibly it was added as of 47 CFR Ch. I (10–1–11 Edition) as it is included in the rules as of that addition.

"Federal Universal phone" it's on you're phone bill. I pay $2.86 per month on my land line billl, every month and $1.46 per month on my Cell phone so that yacking mouth in Cleveland and elsewhere can have a free phone. I bet most of the rest of you pay it as well.

They call it something else. I spotted it on my bill. It's over $5 dollars a month to pay for her mutha fucken Obamaphone.

The programs that authorize the phone distribution program are called Lifeline Assistance and Lifeline Link-Up. Lifeline Assistance helps pay monthly phone bills and Lifeline Link-Up helps pay the initial outlay for the phone and installation. The two programs are often lumped together and simply called Lifeline.

These Lifeline cell phones are delivered through relatively new, government-approved cell phone companies like Safelink Wireless, Assurance Wireless and Reachout Wireless, among others. These companies were spun of off larger prepaid cell phone companies to specialize in the Lifeline program.

According to the Act, telecommunication service providers are obliged to contribute a portion of their interstate and international telecommunications revenues. These companies include paging service providers, wireless telephone companies, wire-line telephone companies, and Voice over Internet Protocol service providers. Some of the paying customers might find a line item named ‘Universal Service’ on their telephone bills. This is because some telecom companies choose to collect the amount they need to contribute to Universal Service Fund, from their subscribers. Federal Communication Commissions doesn’t require this charge to be passed to the customers. The telecom company decides how they will manage their USF contribution costs.

Lifeline Support
Under the Commission’s rules, there are four tiers of federal Lifeline support that are available monthly. All eligible subscribers receive Tier 1 support, which provides a discount equal to the carrier’s subscriber line charge.16 Tier 2 support provides an additional $1.75 per month in federal support, if all relevant state regulatory authorities approve such a reduction. (All fifty states have approved.)
Tier 3 of federal support is based on the amount of additional state support mandated by the relevant state or otherwise provided by carriers. Federal support is available to match one half of the nonfederal support provided, up to a maximum of $1.75 in federal support, assuming that the carrier has all necessary approvals to pass on the full amount of this total support in discounts to subscribers. Only eligible residents in states that have established their own Lifeline/Link Up programs receive Tier 3 support.
Eligible subscribers living on tribal lands also qualify to receive Tier 4 support if they meet the eligibility standards described above. Tier 4 support provides up to an additional $25 per month towards reducing basic local service rates. Eligible subscribers living on tribal lands that receive Tier 4 support must pay at least $1 a month for local phone service, after the discount.
The Commission’s Link Up program provides qualified low-income individuals with a federally financed 50% discount (up to a maximum $30 discount) on initial connection charges. In addition, these subscribers can choose to schedule deferred payments of up to $200 over a one-year period, with the customary interest charges paid by federal support. Eligible residents of tribal lands can receive additional Link Up support to fully cover any charges between $60 and $130, representing up to a maximum of $100 in discounts on initial connection charges of $130 or more.
