White House Wants Authority to Arm Syrian Rebels, but GOP Is Wary

House Republicans are grappling with an eleventh-hour request from the White House to include an authorization to arm Syrian rebels in a must-pass spending bill that is slated to come to the House floor Thursday.

The White House is dispatching officials to the Capitol on Wednesday afternoon for a classified briefing with bipartisan stakeholders, including members' leadership and the Appropriations, Armed Services, Foreign Affairs, and Intelligence committees.

That comes after President Obama requested the authorization from leaders at a White House meeting Tuesday, and as the administration followed up with a flurry of late-night phone calls to members of leadership and the Appropriations committees asking that they include the authorization in a continuing resolution.

House Republicans are reticent to include the measure in the CR. But GOP leaders are concerned that Democrats will withhold votes for the CR if they do not include the authorization in the measure. Democratic votes will be paramount to pass the bill, since many conservatives object to the Export-Import Bank reauthorization included in it and the fact that the measure extends spending authority into December, not into 2015.

House Intelligence Committee Chairman Mike Rogers said a similar request faced opposition in the past because members felt the mission was not clear, but he is waiting to hear from the administration before deciding whether to support this request...

WASHINGTON Wed Sep 17, 2014 - The U.S. House of Representatives approved President Barack Obama's plan on Wednesday to train and arm moderate Syrian rebels, but questions remain over whether it will give them the advanced weapons they say they need to defeat Islamic State militants.
The House voted 273-to-156 to authorize the plan, a test of support for Obama's stepped-up campaign to "degrade and destroy" Islamic State fighters who have seized a third of both Iraq and Syria, declared war on the West and seek to establish a caliphate in the heart of the Middle East. Written as an amendment to a stopgap spending bill, the measure does not include any money to pay for the arms and training. It passed with support from Democrats and Republicans, but also significant opposition from members of both parties.

Voting for the amendment were 159 Republicans and 114 Democrats, while 71 Republicans and 85 Democrats voted against. The spending bill - including the training plan - will only go to Obama to be signed into law after it passes the Senate, expected to come as early as Thursday. Facing resistance from war-weary lawmakers in Obama's own Democratic party, the administration reached across the aisle to Republicans for support, a rare bipartisan moment in an otherwise polarized Congress.

At an annual picnic for congressional members he hosted on Wednesday night, Obama thanked House members from both parties "who came together today to pass an important component of our strategy for dealing with this terrible terrorist organization." A Reuters/Ipsos poll showed that while Americans support Obama's campaign of air strikes against Islamic State militants, they largely oppose a long military campaign against the group.

The authorization backed by the House lasts only until Dec. 11, the day the spending bill expires. The bill allows the Pentagon to later submit requests to shift funds within the budget if it decides it needs funds to pay for the program. The amendment does not provide details about the training plan, prompting lawmakers to fear that a "yes" vote could mean authorizing shipments of military equipment that might end up in the wrong hands and possibly even kill Americans.

Moments ago, the Senate passed a $1 trillion government-funding bill that according to the Hill also gave the president new authority to battle the Islamic State in Iraq and Syria. The legislation, which has now been approved by both chambers of Congress, now heads to the White House for Obama?s signature. While the stopgap bill will prevent a government shutdown on Oct. 1, the vote will be remembered for a controversial provision that allows Obama to start a new training program for rebel fighters in Syria. In other words, not only will Obama arm some folks, he will also drone some other folks, the same folks he was arming a year ago.

Syria's Muslim Brotherhood has been smuggling them in and distributing them.

What could possibly go wrong with the MB hand weapons over to rebels?

BEIRUT — A Syrian rebel group's April pledge of allegiance to al-Qaeda's replacement for Osama bin Laden suggests that the terrorist group's influence is not waning and that it may take a greater role in the Western-backed fight to topple Syrian President Bashar Assad.

The pledge of allegiance by Syrian Jabhat al Nusra Front chief Abou Mohamad al-Joulani to al-Qaeda leader Sheik Ayman al-Zawahri was coupled with an announcement by the al-Qaeda affiliate in Iraq, the Islamic State of Iraq, that it would work with al Nusra as well.
