When a requested document contains some information which falls under one of the exemptions, the FOIA requires that all non-exempt portions of the record must still be released. The Act expressly mandates that any "reasonably segregable portion" of a record must be disclosed to a requester after the redaction (the deletion of part of a document to prevent disclosure of material covered by an exemption) of the parts which are exempt. 5 U.S.C. § 552(b). This is a very important aspect of FOIA because it prohibits an agency from withholding an entire document merely because one line, one page or one picture are exempt.

If they are not exempt, portions relevant to the controlling lawsuit can prevail in their declassification. In this case, only portions related to Israel's clandestine nuclear weapons programs were subject to be released. Since the information to be released was of potential security interest to Israel, Israel was given the opportunity to file for an exemption which would have kept the documents classified. Israel chose not to object to the documents' release.

That is why the documents were declassified and why portions not related to Israel's nuclear weapons programs were heavily redacted.

As far as sanctions, you are wrong. They have not worked. There were sanctions on Iran while Bush was president. Iran was still enriching Uranium. Obama came in and added more sanctions ... Iran was still enriching Uranium. It was after that when Obama offered Iran an opportunity to reduce some of the sanctions in exchange for Iran to put their enrichment ambitions on hold.

As far as your claim that Obama is going to make Iran a nuclear power, that is completely absurd. He is trying to prevent that from happening. You may not like his plan and his plan may not work; but we've established there is no other plan. The right wants to continue with sanctions which have not worked. THAT plan guarantees Iran becomes a nuclear power.

Republicans tried to put it to a vote so they could vote it down; and when that failed, they attempted to sabotage the deal with an open letter communicated to Iran. Oh there's no doubt having a coalition is better than going it alone,but France has already already voiced their disagreement with obama and kerrys plan as has Israel.
