Obama is an extremely manipulative person

i kind of wondered why would Obama blame the irs scandal on a lack of funding but then I realized it is the best way to channel anger at the irs for targeting conservative groups. At first he denies it but then when he can no longer deny it he then blames it on a lack of funding. The solution doesn't involve firing the irs agents but to get congress to fund them even more so they can be more effective. It makes sense but by not firing those involved they will just hire more of the same so making the infrastructure bigger will not necessarily solve the problem.
