I don’t think history shows that criminal can be redeemed. Criminals commit crimes because it’s easier to steal than work. Historically the only things that stop criminals is to remove them from society, or instill so much fear of the punishment that they stop on their own.

Scandanavian countries, even.China, have successful rehabi!itation programs. It all depends on if some actually want them to rehabilitate and contribute in society.
