Depends.
In general what is best is the most individual freedom possible.
In that government can threaten individual freedom, then small government would be good.
But if there is a threat to individual freedoms that is greater than the threat by government, then government big enough to counter that threat is good.
And since 1830 and the industrial revolution, big business has always been a big threat
After automation of the Industrial Revolution, and the end of cottage industries, then people could not work without factories, and factories had to have careful government regulation in order to prevent from becoming abusive.
