"Ms. Underwood believes there is abundant evidence to bring criminal charges against Mr. Trump as well. She made that position very clear in the letters she sent to the Internal Revenue Service and the Federal Election Commission in Washington recommending 'further investigation and legal action.'"
New York law requires the governor or attorney general request those criminal charges and, so far, neither politician has chosen to do so.

How the U.S. President Works
There are few Constitutional qualifications: The president must have been born in the United States (or on American soil abroad). He or she must be age 35 upon taking office and must have spent at least 14 of those years living within the United States (it doesn't specify if those years must have been consecutive) [source: U.S. Constitution Online]. What difference would it make, even if they did? President Trump doesn't plan on winning in New Jersey and doesn't need to.
And of course, that will lead to retaliation, where the Democrats are kept off of the Ohio and Florida ballots.
