Actually I would suggest that you convince everyone to go with 50% in income tax since we have never done free health before. Then if it does go to 40% then people could be given a tax cut. Harder to get an increase later on if it proves more costly.

You have to realize that is just federal income tax. States are still going to want their taxes.

Hard to raise taxes when people are complaining that they did not get enough of a tax break. Where states are upset that there is not enough of a property break so that they can raise taxes in their states.

Do you know what a migrant worker IS? They travel around the country working different seasonal harvests. Up here it is tipping/wreath making in the fall and wild blueberries in the summer. A small community of people who have stayed are actively involved in helping the travelers and the newcomers get to know their way around and YES they want to know how to speak English. Why wouldn't they, and why would you have a problem with that? Honestly.
