So, what he's saying is, it's nothing but bureaucratic legaleze that bureacrats can use to run rampant OVER US to their heart's content, and Baucus doesn't care to be bothered by it. After all, it won't affect HIM! It's YOU and ME that will have to deal with that "statutory language." We will have to read it if we know what's good for us.
