When I was in Gen Mundy tried to pass the rule that 1st term Marines could not get married. He got slapped down by the Joint Chiefs and Congress and we pretty much never heard a thing from him again.

But he can enact any policy change a fully confirmed Commandant could and can issue his vision (aka Commandants Planning Guidance) for the future of the Marine Corps just can’t do as the official planning guidance.
