Nevada's record shows this problem going back to at least 1988, probably when first recorded. The question is, what are we doing educating illegal-aliens in our schools? Shouldn't they be enrolled in Mexico's school system? Kick they out.

My kids have attended DOD schools, Public Schools, Montesori and Japanese Public schools. When they started school in Japan their Japanese was limited but in about a year and a half both my boys were fluent. American schools can have the same achievement record if they wanted.

Dirty little secret: American schools get money for each "butt in seat" so they don't care where that butt came from just that it's there. And of course the middle class gets fucked with the bill, again.
