It's not a "courtesy" to brief the CIC of all things security related. Do you want him making national security decisions on incomplete information? I don't, nor do I want anyone other than the president making those decisions. The bottom line is, the president is entitled to that information, it is extremely vital that he gets it, and to withhold it is to subvert his authority, aka, insurrection.
