The police announced Thursday that there is sufficient evidence to prosecute Shoham Yosef, director of Ayalon Prison in Ramle, on suspicion of sex crimes.
According to the police, the month-long investigation raises a suspicion that on several occasions he raped and committed indecent acts against an Israel Prison Service employee who was his subordinate.
“The findings of the investigation indicate that Yosef allegedly committed rape and indecent acts on several occasions against a female employee who was his subordinate, and sexually harassed another employee while she was under his command in one of his previous positions, but because of the time that has passed the statute of limitations applies to the case,” said the police.
Now, with the conclusion of the investigation, they recommend prosecuting him for crimes of rape, an indecent act against an adult while exploiting her, and abusing the power of his position on several occasions.
After this decision, the investigative file will now be sent to the Central District Prosecutor’s Office for further handling.

I agree. But remember you also mentioned there are many don't report, because it backfires against the accusers.
Yes, and I suspect that applies to both Hindus and Muslims - both have traditional cultures that place little value on women and when you throw in the caste system, the situation is even worse for women. That's why, in India at least - 8 and 11% don't mean very much.

If you're looking at "real numbers" - Hindu's represent 80% of India's population, Muslims are 14%. That is out of 1.28 billion people. Now do the math.
What matters is the cultures that are behind these attitudes and changing those cultures if rape is ever going to be reined in. The strictest laws don't help if the culture devalues a woman who is raped and turns her into a pariah for reporting it.

I'm still trying to figure out the purpose of this OP. Some idiot in Israel committed rape and got arrested and prosecuted. So is the OP saying that this happens in Israel more than it does in other countries, or that by default all Israelis are guilty of this rape and they must all be punished, or that rape rarely happens in other countries?

I think we are all smart ehough to realize that rape happens in all the militaries in the world, and I am sure that Indian soldiers do a good share of them. Did Vikrant start talking about all those rapes in Cologne, or did he close his eyes to it because it didn't involve the Israelis.
