Either way, I'll do my best to educate you and any readers here on the basics for consideration.

Meanwhile I'll recommend reading~re-reading~and re-re-reading again your Sun Tzu's "The Art of War". (Since you appear to be deficit on grasp of Grand Strategy and Basic Strategy.)

I'll break this out into about 10 topic/factor areas to consider, as if one were involved in a national leadership or adversary position. Consider each as scored on a scale of one to five; one being can't work and five being likely to succeed, three the 'coin toss' of either/or.

Net result is if we score at under 30, don't do anything aggressive. At 30 + we can "consider" aggressive plans of actions (depending upon ... ???), and at 40+ ~50(+) things are more likely to succeed to our favor, so go for it, when timing is right!

4] PRC Air and Missile resources are such to gain Local Air Superiority over Taiwan for at least 3-7 days. Better yet for 2-3 weeks.
5]PRC has the Resources, Naval and Air, to isolate Taiwan for at least 7-21+ days.
6]PRC has enough Amphib capacity to land sufficient troops and gear to secure a beachead that can be re-enforced and supported for 2-4 weeks time in order to sustain an invasion of Taiwan.

OPERATIONAL and TACTICAL CONSIDERATIONS;
7] Have enough troops and equipment to assure a successful landing~bridgehead~expansion in-land to secure/win Objectives.
8] Have Resources to sustain Invasion efforts for at least 2-3 weeks to secure plans and sustain intense operations.
9] Have Consolidation Plans that will secure and solidify gains of the Invasion and result in territorial gain/progress.

CONSIDERED REWARDS;
10] Results outweigh "West" efforts and consequences to actions in response, leaving the "West" 'grabbed by the nuts' and conceding to the situation/results of aggressive action(s) that are detrimental to the interests of the "West".

In essence, the closer to a score of 40+ to `50(+)' means the better chance that war on the side of the aggressor is likely to be a Gain rather than a Loss.
