Bump stocks were approved by the ATF by John R Spencer-Chief, Firearms Technology Branch, appointed BEFORE Obama became president.
All attempts to ban them during the Obama administration were blocked by the NRA shills in the GOP controlled Congress, as you well know.
The GOP and the NRA own the legalization of bump stocks!!!

Bump stocks were introduced in 2010 and legalized June 7, 2010. Scott Brown took office Feb 4, 2010 giving the GOP 41 votes to block in the Senate anything the NRA tells them to block. The GOP have been blocking all Democratic bans of bump stocks ever since. For example, California Sen. Dianne Feinstein introduced a bill seeking to ban bump-stocks and similar devices in the wake of the Sandy Hook shooting in 2012. The bill was defeated in the senate in 2013.

Bump stocks don't work as well as most think and are inconsistent when firing compared to fully automatic weapons.

Automatic fire is mostly a gimmick. A lone gunman is much more efficient firing single, precise shots instead of burning through the whole magazine on one target.
