Court records show Ordonez, a Mexican citizen (Code for Illegal Alien), used stolen employee and employer information to submit false claims to California's Employment Development Department.
He and his co-conspirators allegedly cashed the checks at markets in Marysville and Fresno then wire transferred the funds to colleagues and relatives in California and Mexico.
