Nope. Once she is in the federal program that legalizes her presence in the United States she isn't an illegal. Immigration is a federal issue and immigration status is a federal issue. She isn't a US Citizen, but she also isn't an illegal immigrant.The New England office may offer a work permit to an illegal or even an overstay, however the holder of the work permit is still an overstay or an illegal.
This has nothing to do with naturalization, it has to do with federal policy:Federal issue? Where does the constitution say that? Re immigration the constitution grants the feds only the power to "establish a uniform rule of naturalization". By the tenth amendment, everything else is a state issue and the state should assert that.
