I thought Utah was a Republican State?!

    Well, this is kind of shocking because I thought Utah was a very Republican, small gov't type state. However, I just discovered that the State government prohibits Utah residents from collecting rainwater on their own property, as if the gov't now owns the rainwater and all exclusive rights to it.

    Anyone know anything about this?

    "Republican" doesn't mean "small government". It never has.

    The Utah legislature, particularly the House, is progressive conservative statist in philosophy. The Republicans power elite will control everything in the name of "small government." Real Republicans fight them as hard as possible. The TP movement took a bad hit this year, but that is probably more a win for the Republican elite leadership than the voters.
