"They wanted 10,000 troops to remain in Iraq -- not combat troops, but military advisers, special operations forces, to watch the counterterrorism effort," she said.
Shortly before Obama took office in January 2009, his predecessor, George W. Bush, finalized an important agreement after about a year of negotiations with Iraqi Prime Minister Nouri al-Maliki.
Called the Status of Forces Agreement, it spelled out the withdrawal of all American troops by the end of 2011.

It did not stay there. The New York Times detailed how the one-time goal of a 10,000-person force shrank before negotiations failed altogether.
The agreement failed over a demand that American troops be given immunity from prosecution by Iraqis, a very touchy political issue within the Iraqi Parliament.
Right, something we would have never heard about if Iraq wasn't a total failure.
The best part about being a Democrat is never having to say you were wrong.
It's one thing if a professional politician flip-flops and quite another when a newcomer does the same. A citizen is not exposed in the inner workings of policy, war and the economy like an insider is. Now that Trump is an insider, he's learning more why his past opinions were not the correct ones. Isn't that a good thing? Or is it better that he tries to show people he's not a flip-flopper and continue to do the wrong things for political expediency?
Well that's exactly what DumBama did in Iraq. All his experts told him not to do it, but he did it anyway to try and preserves a second term. Politics first, country and innocent people second.
