The program leaves to the states the job of setting up coverage and getting children enrolled, a task that continues to be a struggle to this day. In February 1999, after 47 states had set up SCHIP programs, the Clintons launched a drive to "Insure Kids Now." Hillary took the lead, speaking first before her husband in an East Room event at the White House.

As successful, for example, as Medicaid has been, an estimated 4 million eligible children are still not enrolled.

In April that year the first lady gave a speech saying nearly 1 million children had been enrolled during the previous year, but that increasing the figure was "one of the highest priorities" of her husband’s administration. She said the president would seek $1 billion to fund a five-year "outreach" effort, with a goal of increasing enrollment to 5 million by 2000. Our conclusion: Clinton is right on this one.

Daniel Borochoff, president and founder of CharityWatch, told us by phone that its analysis of the finances of the Clinton Foundation and its affiliates found that about 89 percent of the foundation budget is spent on programming (or “charity”), higher than the 75 percent considered the industry standard.

Stephen Lewis, the UN secretary general's special envoy for HIV/Aids in Africa, said US cuts in funding for condoms and an emphasis on promoting abstinence had contributed to a shortage of condoms in Uganda, one of the few African countries which has succeeded in reducing its infection rate.

I want to see someone on this board say, "Oh Republicans have helped a lot of people in the last 30 years", and then go on about what they did. Only, as far as I know, they can't.
They did pass Medicare part D. But that helped voters. The only "children" they seem to want to help are called "fetus". GOP responsibility ends a birth. After that, you are on your own.
