No it's not. Those images have been taken from other images, cut and pasted into that image. The scarf on Chelsea has been pasted on her and badly. The paste of the scarf on Hillary is better but it's still a paste. Arafat has been pasted into that photo as well and very badly.

I don't see anything in that photo that is original and real.

I've owned and used Photoshop since it's first version in the 80s. I'm a professional photographer. I teach photography and photoshop to a small group of photographers in my area . I can spot a photoshop job from a mile away. That one wasn't even done well.
