Their flow and proprietary desks are right next to each other, separated by a barrier of glass that is not sufficient to prevent one hearing what the other is doing.

Government isn't looking the other way. They are in bed together. They only reason they are picking on Goldman Sachs is so they can push the country into thinking this "financial reform" is a good idea and include Cap and Trade while they are at it.
