Common sense things like not building on a flood plain or having a drainage plan. Things that impugned on the "freedom" of land owners to do whatever they wanted to the property and pray they don't get hit by a hurricane.

A lot of construction was done in Houston which impeded drainage and blocked natural forms of drainage which could have mitigated some of the damage. That didn't work out too well for them did it?

I'm not saying the floods could have been prevented. Given the amount of rain that fell, Houston was going to flood in any event. But better city planning could have mitigated this catastrophe and possibly saved some lives.

Actually there are rules/regulations for drainage that builders are required to follow. You can't alter the natural flow and they have a formula for the required volume for holding ponds based on the square footage of non permeable structures. Not that they would make any difference in an event like Harvey.
