Would it be possible to have the funds stay in the USA and a person or persons in charge of those funds to distribute to truckers needs, i.e. house payments, rent, food, etc paid from the USA in the name of the trucker applying for funds from that person/persons? Sort of like an administrator handling it all on THIS side of the border? It doesn't go to banks over there..it goes to the truckers needs individually per quota of those needs.

Executors....that was the word escaping me. The Executor(s) would handle the payments to the people that need paid in behalf of the trucker. Lots of paperwork, but at least the funds would be there for each trucker applying to receive those funds.

Not without risking liability to Canadian laws.

The money ends in Canada and, therefore, is subject to Canada's law the instant in touches any institution in the country. It matters not if it is a bank, rental owner, utility or McDonalds. If you were to do this there would be no paperwork, that would be the point. But it would be overly complicated.

They are trying Bitcoin so we will see how well that ends up working.

Honestly, the method they use to get around the law is mostly moot, what matters is how invested Canada wants to get in pursuing the cash. At some point the execution of the law becomes more trouble than the political situation is worth. make no mistake, if the government wants you, it WILL get you. There is simply no stopping agencies with that much power. The key is to make that proposition so onerous, so expensive, that it simply is not worth it.
