I would agree with the conservative position if those who now have no access to fish had access in the past, but lost their access voluntarily.

Also, if those who have more fish than they need "invested" those extra fish into their social environment that helps to support them, then I am OK with that.

If someone can afford those latter items, they don't need someone else to help take care of them. They've shown by purchasing those items they have the money to take care of themselves. Not wanting to spend it on their needs so they can buy their wants doesn't equal an inability. It equals an unwillingness.

That includes early education and skill development for all subadult citizens.
However, if a person chooses to starve themselves, then we need to respect that.
