Can't be any worse than Chernobyl.

In the case of Chernobyl it was simple human error and confusion that caused the melt down due to a scheduled test that shut down the cooling system when the reactor was a full speed.

In the case of Fukushima is was a case of pure stupidity in the engineering of the plant which left it susceptible to the tidal wave.

Both the Russians and the Japanese are very smart peoples and they don't usually make stupid mistakes. But in both cases they did.

If it can happen in Russia and Japan then it can happen anywhere else as well. Even in Germany the land of the uber-smart. Even in the USA the land of the super-lazy.
